Someone commented earlier that the voice for Kid Chaos wasn't quite the same as in his first appearance. It was a little different, but I think that's only appropriate. He's been in and out of prison, and getting up to who knows what kind of trouble, and he's just going to sound a bit different.

I think he was a little less insane and a little more bitter. Totally appropriate. Also, if it was too obviously the same guy, there'd be no surprise for us at all, no moment of wonder if it's really him.

Harry Kelley's voice had an oh-so-subtle, I'm-just-a-little-bit-older-now edge to it. Perfect.

So I just listened to this recently for the first time since the time it was released and OH MY GOD!

"Why does it always have to be acid? Why doesn't someone ever ties us over a vat of porridge?' (I'm paraphrasing here)

Its a reference to that never-recorded Earth-2 Red Panda story where Red Panda and Baboon McSmoothie are ties over a vat of boiling porridge! HAHAHAHA!

That's a good thing indeed, Janice. "Harry's" voice was a bit too "girly" in some of the episodes. Maybe it was his sister, Harriet Kelley? Sure didn't sound like a 10 year old boy, especially the shrieking bit when he was being hauled up the side of a building. I've heard boys yell and holler and make huge volumes of noise, but I've never heard one shriek like a 6 year old girl.

Ya gotta like an Easter Egg thrown in from a script that no one had ever heard and at the time I didn't expect anyone to ever read.... Some days I just amuse myself.
